Katt Williams -- Quentin Tarantino Has No Business Using the N ...

Katt Williams
Quentin Tarantino Has No Business Using the N-Word

EXCLUSIVE

1229_katt_williams_QT_videoIn between getting out of jail and getting in the middle of a parking lot brawl, Katt Williams took the time to talk to TMZ about "Django Unchained" ... and threatened to beat the crap out of?Quentin Tarantino if he gets the chance.

Williams didn't voice his opinion in a polite way like Spike Lee did. First he threatened to punch QT in the face, then told us, "Quentin Tarantino thinks he can say the N-word. But I checked with all of Ni**adom and nobody knows where he got his pass from. I hope he didn't get it from Samuel L. Jackson and Jamie Foxx cause they aren't going to help you when I see you."

When our photog tried to compare QT to Steven Spielberg (who made "Amistad" in 1997), Katt shot back, "Quentin Tarantino is no Steven Spielberg. Steven Spielberg doesn't wanna be black, Quentin Tarantino thinks he is. So when he meets a real ni**a, we'll see if he is or not."

Quentin, you've been warned.

California Escape: Palm Springs uncovered

It's understandable why, as wintry weather sets in elsewhere, travelers flock to Palm Springs for warmth and sunshine. Heavy clothes are quickly replaced by T-shirts and shorts ? or, at some resorts, no clothes at all. Palm Springs is a hot spot not only for snowbirds but also for those who choose to vacation wearing just their birthday suits at one of the area's several nudist resorts.

The bed

The city is known for its trendy boutique hotels, but for those wanting to spend a weekend (or longer) au naturel, common sense suggests that nudists sleep where they tan. At the Terra Cotta Inn (2388 E. Racquet Club Road, Palm Springs; (760) 322-6059, http://www.sunnyfun.com), couples can spend the night in one of 17 spacious rooms. In the '60s, as the Monkey Tree, the place welcomed Hollywood A-listers such as Lucille Ball and Desi Arnaz and members of the Rat Pack.

The meal

For those willing to get dressed, downtown Palm Springs features a wealth of eateries. Locals and tourists alike enjoy LuLu California Bistro (200 S. Palm Canyon Drive, [760] 327-5858, http://www.lulupalmsprings.com). Right on the main drag ? just a short stroll from the new, larger-than-life statue of Marilyn Monroe ? this restaurant offers indoor and outdoor seating. It's open early to late. The breakfast menu features made-from-scratch corned beef hash ($9.99), and dinnertime brings a wealth of fish entrees, including saut?ed sand dabs ($23.99).

The find

"We get tons of first-timers," Terra Cotta Inn owner Tom Mulhall says of his guests. He and his wife, Mary Clare, have owned the property for 17 years. They have many repeat visitors who relish the opportunity to shed their clothes and relax by the pool. Guests swear that once they get over the fear of being naked in front of others, serenity replaces stress. The building's clean lines represent the work of Albert Frey, the respected Swiss architect who designed it. Flowering shrubs adorn the grounds.

The lesson learned

Swimming, sunning and reading are popular ways to unwind, but "swinging" definitely isn't on the agenda. Those unfamiliar with what Mulhall calls "social nudism" may not realize that, at resorts like this, getting naked is not a precursor to foreplay.

The tab

Weekend rates at the Terra Cotta Inn begin at $169, which includes continental breakfast, and guests are welcome to check out as late as 5 p.m. A couple can enjoy a three-course meal at LuLu for about $90, which isn't bad by Palm Springs standards. And don't forget to budget for sunscreen.

I've had sinus & allergy problems all my life; my doc 1ce told me sinus problems are common in this part of Louisiana. I've moved to Vermont a couple months ago & my sinus problems got a lot better there. I came back down to spend the holidays with my family & my sinus problems are coming back with a vengeance; I think I must of built up some kind of tolerance & I lost that by being gone for a while. My sinuses have gradually been getting worse sense I've been back. My nose is running aLOT, I'm sneezing some, my eyes are getting watery & itchy at times, I had a sinus headache for a bit yesterday with sinus pressure, I also started occasionally coughing, spitting up a little stuff & feeling a little itchy. I started taking Allegra. It helps some but the improvement only last for like 8 hours instead of lasting for 24 like it's supposed to & the amount of improvement for those 8 hours isn't huge. My doc gave me some samples of Zyrtec a few months ago when I was seeing him for something else & Zyrtec didn't help me a lot either. I've been on various other over the counter & also prescription sinus & allergy meds in the past. I don't remember getting a lot of improvement from any 2nd generation antihistamines; I don't think they are powerful enough for me. Benadryl makes me a little hyper & I don't think I get a great improvement with that either. The only meds I know that have helped me a lot were oral prescription steroid things. I'll be heading back to Vermont in another week so I think I should try another med to hold me over till then. Could anyone suggest something that isn't a 2nd generation antihistamine; perhaps a 1st gen one or an oral steroid(if there's anything like that available without a prescription) or something else Question

Mali PM urges military intervention

28/12/2012

Malian Prime Minister Diango Cissoko on Thursday (December 27th) pleaded for African military intervention "as soon as possible" to help his country oust armed groups, including al-Qaeda in the Islamic Maghreb, Le Monde reported.

He was speaking at a press conference after a meeting with Ivorian President Alassane Ouattara, who also chairs the Economic Community of the West African States (ECOWAS).

Cissoko began a regional tour Wednesday in Ouagadougou, where he met with ECOWAS mediator and Burkina Faso President Blaise Compaor?. He will also visit Benin and Senegal.

Last week, the United Nations decided to back the ECOWAS proposal to send 3,300 troops to the region.

The Security Council gave an initial one year authorisation to the African-led International Support Mission in Mali (AFISMA) to use "all necessary measures" to help Malian authorities retake land held by "terrorist, extremist and armed groups".

Fossil dealer pleads guilty in largest international dinosaur case

A fossil dealer's guilty plea has set the stage for what is most likely the largest dinosaur fossil repatriation in history, according to an attorney representing the President of Mongolia, the country that will receive most of the fossils that federal officials are seizing from fossil dealer and preparer Eric Prokopi.

On Thursday (Dec. 27) Prokopi pleaded guilty to criminal charges related to smuggling fossils and agreed to forfeit a small menagerie of dinosaurs to federal officials. All but one of the dinosaurs in question came from Mongolia, where law makes fossils state property, and among them is a high-profile skeleton that received a $1.05 million bid at auction.

"We have looked into this, and we can't find any instance anywhere when one country has returned to another a lot of dinosaurs this large and this significant that have been looted or smuggled," said Robert Painter, attorney for Mongolian President Elbegdorj?Tsakhia.

The outcome has set precedent in other ways, according to observers and others who are involved in the case. In particular, some believe it will send a message to those involved in the black market for fossils, particularly those taken from Mongolia, which have been widely available for sale.

A long list of dinosaurs

In May, Prokopi put his 8-foot-tall and 24-foot-long (2.4 meters by 7.3 meters) Tarbosaurus bataar specimen up for auction. President Elbegdorj and several paleontologists objected, saying the dinosaur was almost certainly pilfered from Mongolia. The Manhattan U.S. Attorney became involved and sought legal possession of the dinosaur with the intent of returning it to Mongolia and later arresting Prokopi. [See Images of the Smuggled Tarbosaurus Skeleton]

In a plea deal, Prokopi pleaded guilty to three felony counts and agreed to give up his claim on this dinosaur, plus fossils from two other Tarbosaurus bataars, which are Asian relatives of the infamous T. rex; one Saurolophus or duck-billed dinosaur; and two birdlike Oviraptors. In September, federal officials seized another Saurolophus that Prokopi had sold to California-based gallery and auction houseI.M. Chait. A small four-winged Microraptor from China was taken by federal officials before this case began. One of the Tarbosaurus fossils is believed to be in Great Britain.

"We are pleased that we can now begin the process of returning these prehistoric fossils to their countries of origin," Preet Bharara, the U.S. Attorney for the Southern District of New York, said in a statement.

Prokopi's prospects

After pleading guilty to charges of smuggling, making false statements on customs forms and dealing in fossils he knew to be illegal, Prokopi faces a maximum of 17 years in prison and a substantial fine. However, his defense attorney Georges Lederman said he believes it is highly unlikely Prokopi will receive anything close to the maximum sentence.

"We are confident that the sentence imposed will be a fair and reasonable one and will take into account all the proactive measures my client has made," Lederman said, noting that Prokopi has cooperated with investigators and, as part of his plea deal, will continue to do so.

The outcome of the case disappointed David Herskowitz, an independent natural history consultant. While employed by auction house Heritage Auctions, Herskowitz arranged for the sale of Prokopi's Tarbosaurus.

"I know Eric, and I know he is not a criminal," Herskowitz said. "I don't believe he knowingly broke any laws, and I believe the only reason why he had to cop a plea was financial and the pressures [of being involved in a court case]."

Prokopi spent a year preparing the Tarbosaurus fossils, which were once rough fossils that made up about 75 percent of a skeleton, to create a complete, mounted specimen with the intent of selling it at auction, Herskowitz said. But the $1 million sale was never completed.

Since releasing a statement in June, in which he described himself as "just a guy in Gainesville, Florida trying to support my family, not some international bone smuggler," Prokopi has been silent.

At roughly the same time federal officials seized the Tarbosaurus bataar, fossils of probable Mongolian origin were easily found in auction catalogs and on eBay. Herskowitz noted that he has seen Mongolian fossils for sale during the 20 years he has been working in the field.

"Mongolia never stepped forward to do anything about the buying and selling of Mongolian fossils, and that was the reason why everyone felt it was legal and OK," Herskowitz said.

A legal question

With the deal still fresh, not everyone agrees about its legal implications. An important issue in the case was the relationship between Mongolian law ? which Prokopi?s civil attorneys said did not clearly make fossils state property ? and U.S. law. This is important because prosecutors were basing the claim that the fossils were stolen on Mongolian law, however, Prokopi was being prosecuted under U.S. law.

From Herskowitz?s perspective, the plea deal doesn?t resolve this issue, but the ambiguity will likely change the market.

??I would believe that no one should be selling Mongolian fossils until this whole thing is resolved,? he said.

Ricardo St. Hilaire, an attorney who practices cultural law, disagreed, saying that the deal created a foundation for using Mongolian law on cultural property to invoke U.S. law on stolen property.

"This conviction should signal to those of us in the legal community and to anybody in the collecting community that Mongolian law has served as the basis to trigger the National Stolen Property Act," St. Hilaire said. Prokopi pleaded guilty to one count of violating this law. [Faux Real: A Gallery of Art Forgeries]

The case and its outcome signal the willingness of the Manhattan U.S. Attorney to pursue cultural property cases, said St. Hilaire, who has been following the case and writing about it on his blog.

Robert Painter, attorney for the Mongolian President, put the significance in more blunt terms: "Smugglers like Eric Prokopi used to think they could do this with impunity. Now they realize this is very serious."

The Mongolian reaction

Mongolian officials have announced plans to establish a temporary facility in the central square of the capital Ulaanbataar to display the dinosaurs once they return, Painter said.

"President Elbegdorj and Mongolians are so grateful for what the U.S. government has done, there is just a tremendous amount of excitement," he said.

The dinosaur's saga from auction block to courtroom has captured Mongolians' attention: A Mongolian media company, shuud.mn, named the dinosaur's story the top event of the year, said Bolorsetseg Minjin, a Mongolian paleontologist who has advocated for the return the dinosaur.

"It is not only on the news, just talking to the people in Mongolia, they really want to know what is going on with the whole case," Minjin said.

Mongolian officials are investigating the illicit trade within their own borders as well, Painter said.

Home Based Business Tried And Tested Tips! - Empower Network

There are many appealing aspects of home businesses, but there are also intimidating aspects. It can be hard to decide exactly where it is you need to start. What makes a online business successful? It can be challenging because of the many questions involved. Fortunately, with the following article at your disposal, some direction is at your fingertips.

Knowing how to market online is the key to good profits. By blogging, using email newsletters, and publishing articles online, you can boost your business?s visibility and build your customer base, which will lead to higher profits.

When starting out in a home business, you need a website to start selling your services or products. This is a key opportunity for you to expand your target audience and maximize sales. If you need to get your website set up quick, you can hire a professional.

When you are ?knee-deep? in work, inform your friends and loved ones so that you are not bothered at that time. When somebody begins to interrupt you, try to nicely explain to them that you are doing work. If they arrive during your work hours, ask them to go somewhere else in the house and read a magazine or watch television until it?s your break time.

Don?t forget to add a link where someone can sign up for your email list. Furthermore, provide them with an array of chances to become a member of the mailing list by placing it on multiple pages throughout your site.

If you?re the only owner of your business on paper, don?t let anyone else make executive financial decisions for the company. Giving your spouse your business credit card may not seem like a bad idea, but if they go to buy business supplies and end up buying other items as well, you may lose the right to write off that purchase.

You must have the trust and support of your loved ones and family before you consider starting a home-based business. Running a online business is very time consuming, and can be both difficult and stressful. Your home business is less likely to succeed if your family will not help you.

Make sure any contracts related to your online business are in one spot, so you will have no problem locating them if you need them. You should also keep your own contracts, such as with your phone company or Internet provider, in the same place in case YOU have to battle with THEM over service!

If you do not know what you want to sell or market, consider making it something you use or could use. To choose the best product to represent, you must first identify a need. The higher the chance that you could use an item or service, the higher the chance others could use that item or service too.

Designate an area in your home that is devoted to work and nothing else. Make sure you have the space in your house to keep all things organized. This helps keep your business better organized so that you can be successful.

If you are setting up a work from home business, you must pay close attention to financial business planning. Write down your projected income for your new business. Inside of the statement you would guess the growth of your business and it?s needs along the way. You need to know how to estimate what you think your sales, expenses, and profits would be. These estimates will provide you with an idea of future income to plan your business finances.

Don?t just do the bare minimum to keep customers happy. Think about adding a little extra to their order, or slip a thank you note into the package. When you show someone that you are grateful for their business, they will come back for more. Two things that customers like are appreciation and free things. Find ways to show your customers that you appreciate them.

Make your own website banner page. Such a page will give you the opportunity to swap banner links and similar advertisements with affiliated websites. Utilizing a banner page will increase your search engine rankings and help your audience find your site and products easily.

As was mentioned earlier in this article, a home based business can be both appealing and intimidating. Hopefully you have gleaned some good information and advice from the tips shared in this article. Put that advice into action, and watch as things begin to work more smoothly for your online business.

P.S.-If you love to have an office home business and would love to make an extra $1000/day blogging about it, find out how my 2 friends are helping thousands of people make money about their passions ===> Discover why this game-changer is the most bad-ass business for home in the industry?s history!

Last-minute fiscal cliff talks in Senate

WASHINGTON (AP) -- Senate leaders groped for a last-minute compromise Saturday to avoid middle-class tax increases and possibly prevent deep spending cuts at the dawn of the new year as President Barack Obama warned that failure could mean a "self-inflicted wound to the economy."

Obama chastised lawmakers in his weekly radio and Internet address for waiting until the last minute to try and avoid a "fiscal cliff," yet said there was still time for an agreement. "We cannot let Washington politics get in the way of America's progress," he said as the hurry-up negotiations unfolded.

Senate Republicans said they were ready to compromise. "Divided government is a good time to solve hard problems_and in the next few days, leaders in Washington have an important responsibility to work together and do just that," said Sen. Roy Blunt of Missouri, delivering his party's weekly address.

Even so, there was no guarantee of success.

In a blunt challenge to Republicans, Obama said that barring a bipartisan agreement, he expected both houses to vote on his own proposal to block tax increases on all but the wealthy and simultaneously preserve expiring unemployment benefits.

Political calculations mattered as much as deep-seated differences over the issues, as divided government struggled with its first big challenge since the November elections.

Speaker John Boehner remained at arms-length, juggling a desire to avoid the fiscal cliff with his goal of winning another new term as speaker when a new Congress convenes next Thursday. Any compromise legislation is certain to include higher tax rates on the wealthy, and the House GOP rank and file rejected the idea when Boehner presented it as part of a final attempt to strike a more sweeping agreement with Obama.

Yet lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up and then vote to cut taxes after they had risen.

Nor was any taxpayer likely to feel any adverse impact if legislation is signed and passed into law in the first two or three days of 2013 instead of the final hours of 2012.

Gone was the talk of a grand bargain of spending cuts and additional tax revenue in which the two parties would agree to slash deficits by trillions of dollars over a decade.

Now negotiators had a more cramped goal of preventing additional damage to the economy in the form of higher taxes across the board ? with some families facing increases measured in the thousands of dollars ? as well as cuts aimed at the Pentagon and hundreds of domestic programs.

Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of a deal to prevent them from rising on those less well-off.

Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though he said in recent negotiations he said he could accept $400,000.

There were indications from Republicans that estate taxes might hold more significance for them than the possibility of higher rates on income.

One senior Republican, Sen. Jon Kyl of Arizona, said late Friday he was "totally dead set" against Obama's estate tax proposal, and as if to reinforce the point, Blunt mentioned the issue before any other in his broadcast remarks. "Small businesses and farm families don't know how to deal with the unfair death tax_a tax that the president and congressional leaders have threatened to expand to include even more family farms and even more small businesses," he said.

Officials said any compromise was likely to ease the impact of the alternative minimum tax, originally designed to make sure that millionaires did not escape taxation. If left unchanged, it could hit an estimated 28 million households for the first time in 2013, with an average increase of more than $3,000.

Taxes on dividends and capital gains are also involved in the talks, as well as a series of breaks for businesses and others due to expire at the first of the year.

Obama and congressional Democrats are insisting on an extension of long-term unemployment benefits that are expiring for about 2 million jobless individuals.

Leaders in both parties also hope to prevent a 27 percent fee cut from taking effect on Jan. 1 for doctors who treat Medicare patients.

There was also discussion of a short-term extension of expiring farm programs, in part to prevent a spike in milk prices at the first of the year. It wasn't clear if that was a parallel effort to the cliff talks or had become wrapped into them.

Across-the-board spending cuts that comprise part of the cliff were a different matter.

Republicans say Boehner will insist that they will begin to take effect unless negotiators agreed to offset them with specified savings elsewhere.

That would set the stage for the next round of brinkmanship ? a struggle over Republican calls for savings from Medicare, Medicaid and other federal benefit programs.

The Treasury's ability to borrow is expected to expire in late winter or early spring, and without an increase in the $16.4 trillion limit, the government would face its first-ever default. Republicans have said they will use administration requests for an extension as leverage to win cuts in spending.

Ironically, it was just such a maneuver more than a year ago that set the stage for the current crisis talks over the fiscal cliff.

Harness The Power Of Email To Market Your Business | Internet ...

Do you have an active marketing via email campaign that isn?t doing as well as you might have hoped? Are you interested in email marketing, but aren?t sure where you should start? You?ve found the right place. The following article will tell you what you need to know to put together a successful marketing via email campaign.

Ask permission before adding people to an email list. If you send emails without permission, your emails may be considered spam. Your reputation could be ruined and you may even get blacklisted and have your emails blocked by their ISP.

Have a strong title. Understand the subject title will be the very first line of text that your readers will view when they look at their inbox. Ensure that your title is clever and makes them want to click on your link. Just by doing this simple thing, your customer is almost guaranteed to keep reading to see what you have to say.

Email Address

This may seem like an obvious tip, but it?s important to be sure that every email address is correct on your mailing list. It would be a waste of time to have to find the correct email address and resend your emails. It?s a waste of time.

Make sure you focus on holidays when you are sending on communications for email promoting. Make sure you plan your emails with holidays in mind! Come up with marketing with email campaigns that are centered around important retail holidays like Valentine?s day, Easter, and Christmas. Try to market a little extra during slow sales periods.

Having a visible link where the person can unsubscribe is a bright idea. Make sure that this unsubscribe link is clearly visible and not hidden in text somewhere. Your customers must be made to feel that they are choosing to subscribe, and not that your emails are being forced upon them.

Spam Filters

Write for real people and forget about the spam bots. You want to avoid spam filters, and if you stick to your topic and talk to your customers directly then you should have no problem doing this. If you try too hard to avoid certain sales words like ?deals? or ?free,? the mailing will likely irritate the recipient and get nabbed by spam filters anyway.

Give people an easy sign up option to receive your marketing emails, and you will see the numbers on your list climb. Make the sign up option stand out on your site and you can easily add potential customers to your email list.

Strive to set a personal tone in every message you send as part of an marketing via email effort. Your customers will then have a personal image of your site rather than one that is negative or impersonal. You could have the CEO or president of your company sign their name at the bottom of the email to help your message make a better impression on your audience.

You should use all types of resources, and learn as much as you possibly can concerning email marketing. You can find books in libraries and on the web. Also, attend as many classes and workshops as you can find locally.

Keep your marketing copy on a personal, friendly level. As with other types of marketing, customers will be more likely to purchase items from you if you add a personal touch. As an example, if you are aware of the reason why a group of your subscribers joined your list, add that reason into your messaging.

Each email should only contain a single topic. With a deluge of information in your email, you can create an overwhelmed or bored reader, very easily. Develop one message, keep it reasonably short and to the point. Your customers will be happy that they?re not being bombarded with too much information.

Illustrate to your readers that you appreciate their time in restricting yourself to only sending messages with worthy content they can benefit from. Respect the customers? intelligence by only sending well thought out emails containing pertinent information, not merely sales pitches. Offer your reader information they need, such as answers to questions, or information about upcoming promotions.

Make your customers anticipate the arrival of your newsletter in their email by using it to offer them exclusive specials and markdowns. This type of marketing with email provides readers with value for participation, and it provides them with encouragement to refer their friends. Referral programs can be beneficial if you wish to increase the amount of readers that could become customers.

Create email lists organically. Refrain from purchasing or borrowing a list. Create your list by giving potential and existing customers a place to sign up for receiving your messages. That way, your list will always be tailored toward boosting your business.

Subject Lines

Try using A/B testing on your subject lines. For a single email, split your mailing list in half randomly, with each half receiving messages that have different subjects. You will be able to see which subject lines encourage people to open your emails and which ones you should avoid.

Marketing via email is capable of delivering amazing results. However, just like other marketing tools, proper use is required to achieve these results. Luckily you have this article and the tips in it that can help you with email promoting. Take what you have learned here, and before you know it, you will start to see results.

Russia's Putin signs anti-US adoption bill - Salt Lake City, Utah News

Vladimir Putin

By CNN Staff

(CNN) ? Aaron and Jenny Moyer already consider a Russian orphan named Vitali as their own. But a controversial Russian law that bans the adoption of Russian children by U.S. families may keep the boy from his new home in the United States.

The Moyers have photos of their visits with Vitali in Russia, and the adoption process was under way.

?He?s our son,? Aaron Moyer said. ?In our hearts, he is our son.?

Russian President Vladimir Putin may have put an end to that when he signed the controversial measure Friday.

The action could affect hundreds of American families seeking to adopt. Americans adopted close to 1,000 Russian children last year, according to U.S. State Department figures.

Though the number has been dropping in recent years, Russia remains the third most popular country for U.S. citizens to adopt, after China and Ethiopia.

The U.S. State Department said it ?deeply regrets? the new Russian law.

?The Russian government?s politically motivated decision will reduce adoption possibilities for children who are now under institutional care,? it said in a statement. ?We are further concerned about statements that adoptions already underway may be stopped and hope that the Russian government would allow those children who have already met and bonded with their future parent to finish the necessary legal procedures so that they can join their families.?

Jenny Moyer says she knows there is an orphan crisis in Russia, especially for children with special needs, an undertaking she is willing to accept. The boy she wants to adopt, Vitali, has Down syndrome.

The couple, who have two biological children and one adopted American child, said they are relying on their faith to see them through this tough time.

?We want not just our son, but all the kids over there to have families and to grow up and know the love of a mom and dad,? Aaron Moyer said.

The Russian measure also bars any political activities by nongovernmental organizations receiving funding from the United States, if such activities could affect Russian interests, Russia?s semiofficial RIA-Novosti news agency said.

It also imposes sanctions against U.S. officials thought to have violated human rights.

The law, which goes into effect on January 1, envisages the drafting of a list of U.S. citizens who will be prohibited from entering Russia, and will suspend the activity of any legal entities controlled by these individuals in the country.

A vote this week in the Federation Council, Russia?s upper house, was unanimous, but Foreign Minister Sergei Lavrov criticized the bill ahead of its signing.

Lawmakers in the State Duma, Russia?s lower house of parliament, adopted it last week.

The move by Russian politicians is widely seen as retaliation for a law that U.S. President Barack Obama signed on December 14. That bill, called the Magnitsky Act, imposes U.S. travel and financial restrictions on human rights abusers in Russia.

The Magnitsky Act is named in honor of Russian lawyer Sergei Magnitsky, who uncovered the largest tax fraud in the country?s history in the form of rebates claimed by government officials who stole money from the state. Magnitsky died in 2009 after a year in a Moscow detention center, apparently beaten to death.

The Russian bill?s implementation nullifies a recent agreement between the United States and Russia in which the countries agreed to additional safeguards to protect children and parties involved in inter-country adoptions.

Backers of the Russian bill said American adoptive parents have been abusive, citing 19 deaths of Russian children since the 1990s.

In 2010, an American woman caused outrage after she sent her adopted son back to Russia alone on a one-way flight, saying the boy, then 7, had violent episodes that made her family fear for its safety.

Konstantin Dolgov, the Russian Foreign Ministry?s special representative for human rights, said Wednesday on Twitter that Russians are ?well aware of, and have pointed out more than once, the inadequate protection of adopted Russian children in the US.? He also said the United States is one of three nations that have not signed the 1989 U.N. Convention on the Rights of the Child.

Anthony Lake, executive director of the U.N. Children?s Fund, touted the importance of ?inter-country adoption.?

?While welcoming Prime Minister Dmitri Medvedev?s call for the improvement of the child welfare system, UNICEF urges that the current plight of the many Russian children in institutions receives priority attention,? he said.

UNICEF asked that Russia let children?s ?best interests? guide the ?design and development of all efforts to protect children.?

?We encourage the government to establish a robust national social protection plan to help strengthen Russian families. Alternatives to the institutionalization of children are essential, including permanent foster care, domestic adoption and inter-country adoption,? he said.

The United States has signed but not ratified the convention, which has sparked concerns from conservatives about its effect on U.S. sovereignty and parental rights.

Groups such as Amnesty International and Human Rights Watch had urged lawmakers to reject the bill.

?This bill hits back at Russia?s most vulnerable children and could deprive them of the loving families they desperately need,? Hugh Williamson, Europe and Central Asia director at Human Rights Watch, said last week.

John Dalhuisen, Amnesty International?s Europe and Central Asia program director, has said that ?this bill is frankly a childish response to the Magnitsky Act.?

Learn 3 Home Improvement Suggestions You Could ... - Foundation

The smallest budgets should not dissuade you from taking on home improvement plans that will help keep your home safe and sound. Sometimes you can improve your home without spending a lot of money at all. We like to focus on those projects that are less involved, but they provide good value and service to your investment. On the Internet, there is a lot of information about your expensive projects like remodeling your kitchen. The world economy is actually very bad right now, which will cause many people to hesitate for doing such projects.

One very natural way to naturally protect and keep your home cool in hot months is by having trees growing near your house. Trees are great, especially when they are tall and thick enough to block the sun on a hot day in the summer. The best way to approach this is by talking to a professional about what kind of trees would be best. Planting trees can be much more simple if you have an expert help you. Contacting a nursery can be a step in that direction, especially when it comes to planting in the right location. Planting trees by yourself is only a good idea if you are an expert in this field.

As we have just stated, home improvement is something that cannot be ignored ? or at least should never be ignored. We do recognize very well that your situation is vital and matters a great deal. We will begin the rest of our discussion right away, but sometimes you have to stop and let issues sink in a little bit. This is the sort of content that men and women need to know about, and we have no problems saying that. Our last few items can really prove to be highly effective considering the overall.

Install GFCI, ground fault circuit interrupter, outlets in bathrooms and other areas. A GFCI outlet is different from the normal household power receptacle in both design and appearance. Typically, the flow of electrical current goes from the hot to the neutral terminal. This outlet will detect if this if this is actually happening. If there should be an electrical short, such as with the device you are using, the difference or change in current will be detected by the receptacle. The GFCI will automatically open up and the current flow will stop to prevent any damage.

Energy costs have risen a lot over the years, and everyone knows it. It is interesting that some things are known to never decrease in price, so they can be prepared for because you always know what to expect. So, you have to make the most with what you have, and this involves staying as energy-efficient as possible. Take your refrigerator for example, there are coils in the back of it that have to receive adequate ventilation. What you can do is make sure you do not restrict the normal flow of air. The coils on your refrigerator also need to be free of dust buildup or the efficiency will decrease.

Regardless of the type of home improvement that you do, if it improves your energy efficiency, it is money well spent. If you are only spending a few years at the helm, don?t do it. If you are going to spend the rest of your life, you should do these projects. There are many homes on the market today, and that people live in, that are not energy efficient at all. Problems that you see now should be fixed immediately so they do not become larger problems at a later date. The longer you wait to fix small problems, the more money you will eventually pay later on.

Samsung to expand US operations with two new California facilities

Samsung

Samsung will be taking several steps towards strengthening its U.S. presence with two new facilities to be constructed in 2013. The Korean handset and chip manufacturer already has some notable presence in the Bay Area, and has big plans to expand that in the coming year. The first big move is a 1.1 million square foot building to be constructed in San Jose with its current display and semiconductor business, which will be used for SSI (Samsung Semiconductor, Inc.) R&D and sales teams.

The second step will be moving the current SISA (Samsung Information Systems America) R&D Center to two new 6 story business buildings (and a 6 story parking structure) located in North San Jose. These new buildings will total about 385,000 square feet on 8.5 acres of land. The buildings are set to be finished in 2013, with full occupancy in 2014.

That's some big investment from Samsung, and these changes will surely help bring some operating efficiency to a very large company that currently has divisions spread across multiple countries. You can find a press release with some of the specifics after the break.

Coach cleared of child porn wants files sealed

MANKATO, Minn. (AP) ? Minnesota State University, Mankato, head football coach Todd Hoffner, who was cleared of child pornography charges last month that stemmed from videos found on his cellphone of his naked children clowning around after a bath, is suing to keep the police investigative reports sealed.

Hoffner has been taken off administrative leave, but he hasn't been reinstated as head coach and is facing a 20-day, unpaid school suspension in January for unspecified reasons. He sued the state and Blue Earth County earlier this month in an effort to keep the police reports private, after a Twin Cities television station asked to see them. The lawsuit seeks a temporary restraining order that would keep anyone from disseminating the investigative file.

District Court Judge Krista Jass ruled last week that the reports will remain private until they can be reviewed, the Mankato Free Press reported (http://bit.ly/ZFYA0c ).

Jass ordered prosecutors to gather all investigative reports and turn them over to Hoffner's attorney, Jim Fleming. He'll be allowed to file a sealed list of information that he believes should be kept from the public. After receiving Fleming's list, Jass will decide what should remain sealed.

Fleming said in a court affidavit that releasing the information would harm Hoffner.

"Plaintiff Mr. Hoffner has an ongoing investigation relative to his employment as a head football coach at (MSU)," Fleming's affidavit said. "Release of private non-public data could irreparably harm (Hoffner) with respect to that investigation that a civil lawsuit for damages would not fully compensate."

Hoffner was charged with child porn possession in August after school officials found videos of his naked children on his work-issued cellphone, which he had turned in to be repaired. Jass dismissed the criminal charges last month after concluding that the short videos of his children acting silly after a bath were not child porn and showed nothing illegal.

Last week, the university said it had taken Hoffner off of administrative leave but hadn't reinstated him as coach. In a statement, the university didn't give reasons for the decision, citing data privacy laws. But the school did say it was still investigating a complaint against Hoffner. University officials didn't elaborate.

Connie Howard, an attorney for the union representing Hoffner, told The Associated Press by email last week that Hoffner was being suspended without pay for 20 days starting Jan. 7. She didn't give the reason for the suspension.

Fleming told the newspaper that he wants the information sealed to protect Hoffner's privacy. Investigators went through computer files and took pictures of items in his house.

"We're not hiding anything from anybody," Fleming said.

US new home sales jump to fastest rate in 2? years

(AP) ? Americans bought new homes last month at the fastest pace in more than two and a half years, further evidence of a sustained housing recovery.

Sales of new homes rose 4.4 percent in November from October to a seasonally adjusted annual rate of 377,000, the Commerce Department said Thursday. That's the fastest pace since April 2010, when a federal tax credit boosted sales.

New-home sales have also increased 15.3 percent over the past year. The improvement comes from depressed levels. Sales remain below the 700,000 that economists consider healthy.

Steady job gains this year and ultra-low mortgage rates have boosted sales of both newly built and previously occupied homes. More people are looking to buy or rent a home after living with relatives or friends during and immediately after the Great Recession.

Another big reason for the rebound is the excess supply of homes that were built during the housing boom has finally thinned out. Only 149,000 new homes were for sale at the end of last month, according to the report. That's just above a record low of 143,000 in August.

Still, the market is steadily improving and that has lifted builder confidence to its highest level in 6 ? years, according to the National Association of Home Builders/Wells Fargo survey released last week. The pace of home construction is nearly 22 percent higher than a year earlier, according to government data. Builders are on track this year to start work on the most homes in four years.

Home prices are also increasing. The Standard & Poor's/Case-Shiller national home price index released Wednesday increased 4.3 percent in October compared with a year ago. That's the largest year-over-year increase in two and a half years. And prices rose for the 12-month period in 18 of the 20 cities tracked by the index.

Sales of previously occupied homes rose to the highest level in three years in November, the National Association of Realtors said last week.

Though new homes represent only a small portion of the housing market, they have a disproportionate impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to statistics from the National Association of Home Builders.

2012: The Year in TV Moments

Still from The Suicide Plan. Still from The Suicide Plan.

PBS.

PBS, November 13, 10:30 p.m.

In November, PBS?s documentary series Frontline examined the murky legalities of assisted suicide. The entire episode is gripping: We watch an elderly woman with cancer who has decided to end her life go through the process with an organization called Compassion & Choices. We hear from people who were charged with crimes for helping loved ones commit suicide (or even just knowing about it beforehand). But the most compelling moment doesn?t involve anyone who is actually terminally ill.

Much of ?The Suicide Plan? focuses on the Final Exit Network, whose leadership believes that everyone, not just those who are already dying, should be able to choose when to end his or her life. The group?s preferred method is helium, the kind you buy in tanks at party-goods stores. Final Exit Network volunteer ?guides? will visit the home of the dearly departing, show them how to administer the helium, and then clean up the scene, preferably without leaving any sign of their involvement. But when two families learned separately that their loved ones? allegedly natural deaths?a man in Georgia and a woman in Arizona?were suicides carried out with network guides present, a multistate investigation ensued.

In February 2009, as part of the investigation, a Georgia Bureau of Investigation agent posed as a man with pancreatic cancer who was ready to shuffle off his mortal coil. Final Exit then-president Ted Goodwin came to the man?s home and, as you can see in video of the sting that aired on Frontline, told him what to expect. ?You?re going to have that hood on, and you?re going to be looking at me, probably. And you?re going to be breathing. It feels and smells just like air.? The two then headed to the man?s bedroom to make use of the helium tanks. After the agent lied down on the bed, he asked Goodwin to make sure that his hands don?t rip off the hood once the process starts. Other Final Exit Network guides acknowledged holding an individual?s hands at the time of death, purportedly to give them a final human touch. But here, Goodwin was promising to physically help the suicide. As soon as Goodwin touched the agent, he was arrested. In a later interview, he explained, ?I think that there is a sacred moral issue here, OK, to protect them from a botched suicide.? (Goodwin was eventually acquitted.)

What is remarkable about the video is just how casual, how mundane, the process seems. Even though I happen to agree that in some cases people should have the right to choose to end their suffering, Goodwin gave me the willies. Shouldn?t death with dignity also involve a little more ceremony or solemnity or something that feels more special than a discussion about a root canal? (The method of death doesn?t help, either?as a district attorney told Frontline, ?If you want to talk about death with dignity, I don?t think that it?s going to involve helium tanks that are purchased from Party City. It?s creepy. It?s disturbing.?) The scene was troubling, thought-provoking, and will stay with me for some time.

Cellular fuel gauge may hold the key to restricting cancer growth

Dec. 27, 2012 ? Researchers at McGill University have discovered that a key regulator of energy metabolism in cancer cells known as the AMP-activated protein kinase (AMPK) may play a crucial role in restricting cancer cell growth. AMPK acts as a "fuel gauge" in cells; AMPK is turned on when it senses changes in energy levels, and helps to change metabolism when energy levels are low, such as during exercise or when fasting. The researchers found that AMPK also regulates cancer cell metabolism and can restrict cancer cell growth.

The discovery was made by Russell (Rusty) Jones, an assistant professor at McGill's Goodman Cancer Research Centre and the Department of Physiology, Faculty of Medicine. Jones along with his team is the first to show that AMPK can act as a tumour suppressor in animals. The research will be published December 27 in the journal Cell Metabolism.

"Cancer is a disease in which cells lose their normal restraints on growth and start to divide uncontrollably. But, in order for cells to grow quickly they need enough energy to complete the task," Jones explained. "AMPK acts like the fuel gauge in your car -- it lets the body know when energy levels are low, and stops cell growth until there is enough gas in the tank. We wanted to see if this fuel gauge could affect the development and progression of cancer. We found that mice lacking AMPK developed tumours faster, suggesting that AMPK is important for keeping tumour development in check, at least for some types of cancer." For this study, Jones' team focused specifically on a type of blood cancer known as lymphoma. They discovered that the protein Myc, which is activated in more than half of all cancers, could promote lymphoma more rapidly when mice were deficient for AMPK.

One of the ways cancer cells support their enhanced rate of growth is by changing their metabolism, or how they generate energy. Cancer cells are different from normal cells in our body because they preferentially use sugar to fuel their growth. Jones discovered that AMPK plays a specific role in restricting cancer cells' ability to use sugar to fuel their growth. "For cancer cells with low AMPK levels, their metabolism goes into overdrive," explained Prof. Jones. "They use sugar more efficiently, allowing them to grow faster. These results suggest that turning on AMPK in cancer cells may be one way that we can restrict cancer growth."

Jones' breakthrough builds on his previous discovery that the widely prescribed medication metformin, a common diabetes drug, can restrict tumour cell growth. The results bring promise that common therapeutics that turn on AMPK and alter cellular metabolism, such as metformin, may become novel tools for cancer therapy. Jones and his colleagues at McGill are currently exploring clinical applications based on this research.

New MRI method may help diagnose dementia

Dec. 26, 2012 ? A new way to use MRI scans may help determine whether dementia is Alzheimer's disease or another type of dementia, according to new research published in the December 26, 2012, online issue of Neurology?, the medical journal of the American Academy of Neurology.

Alzheimer's disease and frontotemporal lobar degeneration (FTLD) often have similar symptoms, even though the underlying disease process is much different.

"Diagnosis can be challenging," said study author Corey McMillan, PhD, of the Perelman School of Medicine and Frontotemporal Degeneration Center at the University of Pennsylvania and a member of the American Academy of Neurology. "If the clinical symptoms and routine brain MR are equal, an expensive positron emission tomography (PET) scan might be needed. Or, a lumbar puncture, which involves inserting a needle into the spine, would be needed to help make the diagnosis. Analysis of the cerebrospinal fluid gives us reliable diagnostic information, but this is not something patients look forward to and is also expensive. Using this new MRI method is less expensive and definitely less invasive."

The study involved 185 people who had been diagnosed with a neurodegenerative disease consistent with Alzheimer's disease or FTLD and had a lumbar puncture and a high resolution MRI. Of the 185, the diagnosis was confirmed in 32 people either by autopsy or by determining that they had a genetic mutation associated with one of the diseases.

Researchers used the MRIs to predict the ratio of two biomarkers for the diseases in the cerebrospinal fluid, the proteins tau and beta-amyloid. The MRI prediction method was 75 percent accurate at identifying the correct diagnosis in those with pathology-confirmed diagnoses and those with biomarker levels obtained by lumbar punctures, which shows similar accuracy of the MRI and lumbar puncture methods.

"Developing a new method for diagnosis is important because potential treatments target the underlying abnormal proteins, so we need to know which disease to treat," McMillan said. "This could be used as a screening method and any borderline cases could follow up with the lumbar puncture or PET scan. This method would also be helpful in clinical trials where it may be important to monitor these biomarkers repeatedly over time to determine whether a treatment was working, and it would be much less invasive than repeated lumbar punctures."

The study was supported by the Wyncote Foundation and the National Institutes of Health.
