Monti urges political backing in euro crisis

ROME/BRUSSELS (Reuters) - Technocrat Prime Minister Mario Monti appealed to Italy's politicians on Wednesday to back his tough economic medicine to avoid Rome becoming the next victim of the euro debt crisis, after a bailout for Spain's banks failed to calm markets.

Monti, whose approval rating has slumped as new taxes take hold and recession bites, told parliament in Rome: "We should use these new difficulties to double our efforts both on the European front and within Italian politics."

Four days after EU partners lent Spain's banks up to 100 billion euros ($125 billion), Madrid's sovereign debt rating was cut by three notches to Baa3 from A3 by Moody's, which noted the rescue plan for the banks will add to government debt. Citing Madrid's own difficulties borrowing in the markets and weak economy, the agency said it could cut the rating further.

A Reuters poll of economists found that 35 out of 59 think Spain will follow Greece, Ireland and Portugal in needing a full state bailout within 12 months.

Still, 37 out of 59 expected the currency union to survive in its current form for at least another year - albeit with a very weak economy given the obstacles Europe's leaders face in trying to resolve the two-year old sovereign debt crisis.

"It's not a question of whether the crisis will get worse before it gets better, but rather it must get worse before it gets better," said Richard McGuire, senior fixed income strategist at Rabobank International in London.

In a sign of the concern growing at the White House that a failure in Europe to find the road back to growth might bar Barack Obama's path to re-election in November, the U.S. president called EU Council head Herman Van Rompuy to discuss the financial crisis, a spokesman in Brussels said.

U.S. Treasury Secretary Timothy Geithner said later that the European leaders maintained a strong political commitment to making the euro work.

Spanish Prime Minister Mariano Rajoy, speaking in Madrid, said that while each country had to take its own measures to clean up public finances and reform the economy, only closer European integration could solve the crisis.

"This situation can only be fixed by doing what must be done at home and with much more Europe and much more integration," the Spanish leader said. "The most urgent thing is that there should be more clarity on the euro zone."

GERMANY BACKS MONTI

European Union paymaster Germany urged Italians to implement Monti's painful fiscal and economic reforms to stay out of the danger zone: "If Italy continues along Monti's path there will be no risks," German Finance Minister Wolfgang Schaeuble said in an interview with La Stampa daily when asked whether Rome was next in the markets' firing line.

Monti met Schaeuble in Berlin later and said Italy was preparing to sell state assets but did not need a new austerity program to meet its budget goals.

In remarks aimed at those in Rome and other capitals who are wary of German calls for closer harmony among euro zone governments on their budgets, Monti, a former EU commissioner, said it was better to "share sovereignty" in a union that to be subjected willy-nilly to decisions made by bigger powers.

Highlighting the peril for Italy, the euro zone's third biggest economy had to pay nearly 4 percent to sell one-year treasury bills at auction on Wednesday, a six-month high, due to fears about its ability to keep servicing its debt mountain.

Italy's 1.9 trillion euro ($2.4 trillion) public debt is equivalent to 120 percent of gross domestic product, a ratio second only to Greece. A month ago, Rome had paid just 2.34 percent on one-year paper.

Schaeuble said Italy had made huge progress under Monti's government, which has taken austerity measures and launched pension and labor market reforms since replacing Silvio Berlusconi's scandal-plagued administration in November.

"This is acknowledged everywhere in Europe and by the markets," the German minister said. "I can only hope that political forces in the Italian parliament and public opinion continue to decisively back him, because the road towards a return to sustainable growth through structural reforms, improved competitiveness and a lower deficit is the right one."

Monti, whose popularity has slumped after an initial honeymoon, met the leaders of the parties backing him in parliament on Tuesday and urged them to give their unified support to help Italy through market turmoil.

Markets calmed slightly on Wednesday due to expectations of further euro zone policy action to tackle the debt crisis, but investors remain wary ahead of a general election in Greece on Sunday that could lead to the country leaving the euro area.

STRONGER INTEGRATION

Greeks are pulling their cash out of the banks and stocking up with food ahead of the cliffhanger election that will have ramifications far beyond Athens, potentially threatening economic and monetary stability in Europe.

Bankers say up to 800 million euros are leaving major banks daily and retailers report some of the money is being used to buy pasta and canned goods, as fears of returning to the drachma are fanned by rumors that a radical leftist leader may win the vote.

The last published opinion polls showed the conservative New Democracy party, which backs the 130 billion euro bailout that is keeping Greece afloat, running neck and neck with the leftist anti-austerity SYRIZA party, which wants to tear up the deal.

EU officials have hinted that they would be willing to consider giving Greece more time to achieve its fiscal targets, easing the pace of austerity, provided a new government accepted the main conditions of its international assistance program.

The possibility of a victory for the radical leftists has driven neighboring Cyprus to the brink due to its banks' heavy exposure to Greece.

The country's central bank governor said on Wednesday Cyprus was looking to Europe and elsewhere for the best bailout terms, and local media reported Nicosia would spurn EU partners and borrow from Russia or China.

"If we eventually apply, because it is not a given that we will apply (and) there are also other options, we will seek the best terms for the economy," Panicos Dimitriades told reporters. He declined to comment on the timing.

FISCAL INTEGRATION

European Union leaders plan to call for much stronger banking and fiscal integration and enhanced governance in the euro zone at a summit later this month, but draft conclusions obtained by Reuters left the details vague.

"Recent developments have demonstrated the need to take the EMU (Economic and Monetary Union) to a further stage," said the draft due to be discussed by EU ambassadors on Thursday.

"The new stage will build on deeper policy integration and coordination. There is a need for more specific building blocks centered around a much stronger banking and fiscal integration, underpinned by enhanced euro governance," it said.

The document said leaders of the 17-member currency area would hold a separate meeting right after the 27-nation EU summit to discuss a timetable for those reforms.

Monti told parliament in Rome the EU needed a growth plan boosting investment and eventually joint euro bonds to stem the spread of the crisis.

Spanish 10-year bond yields fell slightly after hitting a euro lifetime record of 6.86 percent on Tuesday, as investors weighed the risk that the Spanish state may eventually need a full bailout if the bank rescue fails to stop the rot.

Germany's Schaeuble sought to quash such talk, telling La Stampa: "Spain too is on the right path. It does not need an aid program. It has a specific problem with its banking sector and I am sure it will solve it."

Market nerves over the worsening euro zone crisis are also beginning to affect Germany, which has so far seen its borrowing costs fall to negative levels in real terms because it has been seen as a safe haven.

German bond prices tumbled on Wednesday, extending a steep fall seen the previous day, though traders expect them eventually to rebound with markets still fixated on Spain's elevated bond yields and the Greek election risk.

WASHINGTON (AP) ? President Barack Obama responded angrily to a reporter from a conservative online publication who interrupted him during remarks on immigration in the White House Rose Garden.

Obama was speaking about his plan to stop deporting younger illegal immigrants who came to the U.S. as children. Midway through the remarks on Friday, Neil Munro of the Daily Caller shouted to Obama, "Why do you favor foreigners over American workers?" Obama told Munro he would not answer questions while he was speaking.

The president later addressed the reporter directly, saying the plan was the "right thing to do for the American people." Munro continued to shout questions.

Obama told Munro he was explaining the policy, not asking for an argument.

Yesterday, the White House unveiled a?new strategy for Sub Saharan Africa. Though light on actual substance, the policy does indicate an important direction in terms of how the Obama administration views SSA. In short, trade trumps aid.

The document lays out the?Four Pillars of the U.S. Strategy Toward Sub-Saharan Africa:

  1. Strengthen democratic institutions
  2. Spur economic growth, trade, and investment
  3. Advance peace and security
  4. Promote opportunity and development

Trade Over Aid

?The full text mentions the word "aid" only once* while "trade" is scattered about the strategy 20 times. That makes it a super scientific way of proving that trade is much more important than aid to the White House. Aside from fuzzy math, the report as a whole makes it quite clear that the US views sub-Saharan Africa as a partner rather than a?beneficiary. President Obama notes, "two efforts that will be critical to the future of Africa: strengthening democratic institutions and boosting broad-based economic growth, including through trade and investment."

One could also point to the announcement this year that will shift USAID's policies toward supporting more local contractors as further evidence of the trend toward trade. The?Africa Growth and Opportunity Act?(AGOA) is another example of the US committing to ensuring free markets and democratic countries.?The latter part of the focus came in to play when Madagascar experienced a bloodless coup in 2009 which was followed by suspension from AGOA.

It seems no?coincidence?that the report was released at the same time as the?Frontiers?for Development Conference and?the?AGOA forum. All seemingly act together to signal both a commitment to sub-Saharan Africa, but a view that puts economic development high on the priority list. Though the Child Survival Call to Action should not be forgotten as an indication of USAID's commitment to delivering programs that ensure child and maternal health.

"AGOA has helped to increase trade and investment and opened new doors of opportunity. It's led to new jobs, the rise of new sectors and new business opportunities for people in every country represented here, as well as the United States,"?said Secretary of State Clinton at the AGOA Forum. It seemed as if she was everywhere in DC this week.

Yesterday, Clinton addressed the Call to Action event. The focus was on health, something that often resides in the aid column, but Clinton made it clear that there is an economic argument for ensure that every child lives to the age of five.

But we can change the shape of this pyramid if we drive down child mortality, along with investing in girls? education and improving access to voluntary family planning. It sounds, perhaps, like a paradox, but when fewer children die, people choose to have smaller families, knowing with greater confidence that their children will survive to adulthood.?

And then eventually there are more working adults supporting fewer dependents, which makes it easier for a country to make investments that drive sustained economic growth. And with that sustained economic growth, the country will likely be more stable, less prone to political crises, and more apt to become a partner to help solve global problems. So for all these reasons ? politically, economically, and morally ? we see the benefits of saving children?s lives.

There is little doubt of a development creep that could slowly supplant aid.

Don't forget resilience!

For those of you hoping to have escaped hearing the word?resilience, I apologize. The favorite buzz word is absent for the majority of the document, but makes a for a strong finish?reminiscent?of I'll Have Another?blowing past?Bodemeister at?Churchill?Downs.

While continuing to lead the world in response to humanitarian crises in Africa, we will promote and bring to scale resilience policies and programs. In that context, we will work to prevent the weakening or collapse of local economies, protect livestock, promote sustainable access to clean water, and invest in programs that reduce community-level vulnerability to man-made and natural disasters.

If that?generic?phrasing leaves you feeling empty, you are not alone. There is good reason for building resilience so that individuals,?communities?and countries can withstand shocks such as changing food prices and drought. However, general sentiments do little to indicate what policies will take place. The upside is that ?resilience?indicates a view of local capability that can be supported as opposed to determining a help dynamic.

Peace Be With You

?The plan also looks into ensuring peace and preventing conflict. The Atrocities Prevention Board is an indication towards the direction the US is willing to take. For the most part, the Obama administration leans towards diplomatic solutions for conflicts. It is not a hard rule (ie. Libya, Afghanistan, Yemen, etc.), but it is pretty darn close to one when it comes to sub-Saharan Africa. The strategy says:

Prevent Conflict and, Where Necessary, Mitigate Mass Atrocities and Hold Perpetrators Accountable. Consistent with the objectives of Presidential Study Directive-10, we will address atrocity risks at the earliest stage possible to help prevent violence before it emerges, and bolster domestic and international efforts to bring perpetrators to justice. We will also cultivate deeper and broader support among governments and multilateral organizations to work toward the same objectives.

The question of Sudan (and Syria for that matter) must at least be raised. The point of accountability is probably the hardest given that the US is not a signatory of the Rome Statue making it hard to pressure for Bashir to go to the ICC. Diplomatic interventions are taking place to mitigate conflict in South Kordofan and Blue Nile states, but it appears there is quite a ways to go before ensuring peace.

Gotta Mention China

Naturally, any report about African development has to mention China. It is generally brought up in the context of competition, which I largely see as a good thing for the development of the continent. Certainly there are problems that have come out of it, look no further than Sudan.?AFP's take:

However, the document is welcome as it provides a general framework that can be applied to whomever assumes leadership following the 2012 elections. President Obama has made only one visit to SSA since assuming office. Given the situation in Sudan, the crisis in the Sahel, Mali's coup and internal strife, the DRCs ongoing problems in the east and Somalia's instability it seems that a second visit is long overdue.

Coffee at Nordstrom: Long Distance Loving!


Hi, I'm Stephanie from The Midwest Prep! I seriously could not be any happier that Crystal !!!!! asked me to guest blog for her while she is whisked away on her honeymoon. So happy for one of my blog BFFs!!!



Crystal and I first began talking because we have so much in common. First off, both of our boy's names is Matthew. Weird right? The other big thing is that we have both been battling long distance relationships for years. I am the first to know how difficult it is to be miles away from my boyfriend. I've actually been doing it for almost 5 years now. It is absolutely crazy that we've made it work for that long. It's not easy not being able to end every night with your boyfriend and just have them there physically for you. I'm so so so glad Crystal can finally end her long distance trek with Matthew and spend the rest of her life next to his side.





So that leads to me giving y'all some tips about how to handle a long distance relationship. Let me remind you, I am no expert and you can take my advice at face value. :)



1. Trust, trust, trust.


It is so very important to trust one another. Your relationship will fall apart very quickly if you don't trust that the love you two have will keep you strong. I'm so guilty of this and have driven myself crazy when I was younger by creating all of these crazy situations in my head. I have learned that you just have to trust your man. I know it's hard to trust those other girls out there and whether or not they are 'hitting' on your man but trust me, men turn down those type of women for a reason. :)



2. Communication is key.


This is very trivial. You probably think I'm pretty darn stupid for even having to state it but it's important! You don't get the luxury of seeing him everyday so the next best thing is talking, texting, skyping, face-timing, anything! I often struggle with what is enough talking and what's not enough but I have realized that it doesn't matter day-by-day. Talk enough to make each other happy. Since you don't get to physically see one another every day, communicate so you can be as much of a part of each other's lives as possible!



3. Be positive


I find this extremely important. Whenever I'm in a bad mood, I tend to bring down Matthew with me which usually leads to an argument of some sort. And we all know how fun those are when you're miles apart. (THEY SUCK!) So staying positive can really keep both of you happy as well as your relationship. :)



4. Keep the future in mind


I know the future can be very scary but in a long distance relationship, it's extra important. You want to make sure your time apart is worth it. Don't spend time miles away from someone who you don't see yourself with for the next few years. You're wasting your own time as well as your significant other's. Make sure that you see yourself living with this person down the road and destroying the distance part of your relationship! It's important to have a similar "end goal" of your relationship which usually leads to one partner relocating to be with the other. :)



5. Live your life!


Make sure you still have fun when your partner/boyfriend isn't visiting you. Keep your friends and family just as close because you'll need them to lean on when you're having a bad day and your man isn't around! I've seen far too many girls who wrap themselves up in a relationship and ruin so many friendships over it. It's not worth it! Plus it's totally possible to have the best of both worlds. Heck, long distance relationships specifically allow you to do that! You have plenty of time to yourself/with friends yet still are able to have intimate time with your lover. :)

Faster, more sensitive photodetector created by tricking graphene

ScienceDaily (June 5, 2012) ? Researchers at the Center for Nanophysics and Advanced Materials of the University of Maryland have developed a new type of hot electron bolometer a sensitive detector of infrared light, that can be used in a huge range of applications from detection of chemical and biochemical weapons from a distance and use in security imaging technologies such as airport body scanners, to chemical analysis in the laboratory and studying the structure of the universe through improved telescopes.

The UMD researchers, led by Research Associate Jun Yan and Professors Michael Fuhrer and Dennis Drew, developed the bolometer using bilayer graphene--two atomic-thickness sheets of carbon. Due to graphenes unique properties, the bolometer is expected to be sensitive to a very broad range of light energies, ranging from terahertz frequencies or submillimeter waves through the infrared to visible light.

The graphene hot electron bolometer is particularly promising as a fast, sensitive, and low-noise detector of submillimeter waves, which are particularly difficult to detect. Because these photons are emitted by relatively cool interstellar molecules, submillimeter astronomy studies the early stages of formation of stars and galaxies by observing these interstellar clouds of molecules. Sensitive detectors of submillimeter waves are being sought for new observatories that will determine the redshifts and masses of very distant young galaxies and enable studies of dark energy and the development of structure in the universe.

The Maryland teams findings are published in the June 3 issue of Nature Nanotechnology.

Most photon detectors are based on semiconductors. Semiconductors are materials which have a range of energies that their electrons are forbidden to occupy, called a band gap. The electrons in a semiconductor can absorb photons of light having energies greater than the band gap energy, and this property forms the basis of devices such as photovoltaic cells.

Graphene, a single atom-thick plane of graphite, is unique in that is has a bandgap of exactly zero energy; graphene can therefore absorb photons of any energy. This property makes graphene particularly attractive for absorbing very low energy photons (terahertz and infrared) which pass through most semiconductors. Graphene has another attractive property as a photon absorber: the electrons which absorb the energy are able to retain it efficiently, rather than losing energy to vibrations of the atoms of the material. This same property also leads to extremely low electrical resistance in graphene.

University of Maryland researchers exploited these two properties to devise the hot electron bolometer. It works by measuring the change in the resistance that results from the heating of the electrons as they absorb light.

Normally, graphenes resistance is almost independent of temperature, unsuitable for a bolometer. So the Maryland researchers used a special trick: when bilayer graphene is exposed to an electric field it has a small band gap, large enough that its resistance becomes strongly temperature dependent, but small enough to maintain its ability to absorb low energy infrared photons.

The researchers found that their bilayer graphene hot electron bolometer operating at a temperature of 5 Kelvin had comparable sensitivity to existing bolometers operating at similar temperatures, but was more than a thousand times faster. They extrapolated the performance of the graphene bolometer to lower temperature and found that it may beat all existing technologies.

Some challenges remain. The bilayer graphene bolometer has a higher electrical resistance than similar devices using other materials which may make it difficult to use at high frequencies. Additionally, bilayer graphene absorbs only a few percent of incident light. But the Maryland researchers are working on ways to get around these difficulties with new device designs, and are confident that a graphene has a bright future as a photodetecting material.
